e-Rădăuți
A civic engagement app for the city of Rădăuți — residents report local problems, browse city events and transport schedules, check air quality, and reach local administration directly from their phone.
Full-Stack Mobile Developer — Flutter & Firebase
I build and ship production apps end-to-end, from architecture to the App Store — including civic tools used by real city residents and apps with six-figure download counts.
I'm a Flutter and mobile developer who likes to ship — three-plus years turning ideas into production apps people actually use, from architecture decisions to App Store release.
My focus areas are clean, maintainable mobile architecture (BLoC, Clean Architecture), tightly integrated Firebase backends, and — increasingly — weaving AI into mobile products, from LLM-powered assistants to on-device computer vision.
Outside contract work, I've led a full React Native → Flutter migration now serving 100,000+ users, and built civic apps that put real public services into residents' pockets.
Tools and approaches I reach for across mobile, backend, and AI-integrated work.
Primary stack for cross-platform apps — from first commit to App Store / Play Store deployment.
Riverpod, Provider, MVVM, and GetIt for dependency injection — predictable state, testable layers.
Auth, Firestore, Realtime DB, Cloud Functions, and Storage — real-time sync at scale.
Retrofit, OkHttp, and real-time data pipelines connecting apps to live data sources.
OpenAI API, DALL-E, and generative AI SDKs built directly into mobile product flows.
TensorFlow Lite for on-device detection — currently powering a real-time archery scoring tool.
Native Android development with LiveData, Data Binding, and Kotlin Coroutines.
JIRA, Figma, Scrum workflows, and CI/CD pipelines for Google Play and the App Store.
A mix of civic tools, AI-driven products, and a consumer app that scaled past 100,000 downloads.

An expansion of the e-Rădăuți civic platform model, rebuilt and tailored for the commune of Sânpetru — bringing the same community reporting and local-services tools to a new municipality.
A focused utility app that simplifies submitting official information requests under Romania's Law 544/2001, turning a paperwork-heavy process into a guided in-app flow.
An AI-powered planning assistant that compresses a full day of trip-booking research — restaurants, rides, activities, and rooms — into a single guided conversation.
Freelance work, a platform migration, and the internship where it started.

Luis has been part of the developing team of a non-profit organization and he worked on developing a smartphone app called e-Radauti (for Android and iOS) and a local app with a list of restaurants during the pandemic. He worked with Flutter, Dart, and Android Studio and successfully delivered the applications. Luis is incredibly fast and diligent at solving technical issues and he is not afraid to tackle very complex tasks. There is literally no problem that was not solved by Luis. He started showing progress in the programming field even as a high-school student when he actually started working at ”e-Radauti” for Android, using JAVA programming language. He later switched to Flutter and Dart. I am convinced that hiring such an ambitious problem-solver programmer would bring a lot of value to any company operating in this field.
I had the pleasure to be one of the mentors who worked with Luis in the Ness Academy Android internship for 2 months. When we accepted Luis he already had basic knowledge about mobile development because he worked with Flutter. He is very enthusiastic, eager to work and learn new technologies. During the internship he brought some improvements on the UI side for the application suggested by us. I recommend hiring him on a Junior Android Developer position.
During the 2 months part time internship, Luis gave his very best and was the best intern on the Android side. He is truly interested in Mobile Development and is constantly trying to achieve new horizons by learning new technologies and improving himself. He pays lots of attention to details and is always looking for ways to improve the requirements and/or the code wrote by himself. Also, besides the technical knowledge, he also knows some UI/UX rules/guidelines and has a really good taste in designing minimalist and modern UI. His journey is just at the beginning, and I truly believe he deserves a good chance to prove his worth and an environment where to harvest his skills.
